‘Unsubstantiated’ CPS(Child Protective Services) cases include all cases that there do not happen child abuse or neglect, and that there is child maltreatment but there is no sufficient evidences on child maltreatment. Unsubstantiated cases having the danger of child abuse could bring about negative impact on the child. Accordingly, it is necessary to pay attention to not only child abuse cases, but also unsubstantiated cases with high risk. To further explore this issue, this study aimed to examine difficulties of workers in CPS experiencing in the standard and decision-making procedure when screening unsubstantiated cases, and their opinions as for the response to decision-making procedure of unsubstantiated cases such as preventive service. For doing this, FGI(focus group interviews) with 10 workers in child protection agencies were conducted two times. Findings showed that four main themes as to workers in CPS were identified: how they screened unsubstantiated cases, what kinds of difficulties they encounter in distinguishing unsubstantiated cases from suspicious cases for child abuse, how they perceive information management system for unsubstantiated cases, and how they perceive follow-up preventive intervention with unsubstantiated cases. Based on these results, policy and practice implications on decision on and response to unsubstantiated cases were discussed.
