초록

“Hate” firstly emerged as a social phenomenon in 2013. Previously, hate is simply a kind of individual attitudes toward something or somebody. However, since 2013, the term, hate, has been used as social phenomenon in terms of discrimination. This means an ideology which is widely influential to people and is even given to generation to generation. This hate leads to hate speech, discrimination, hate crime or genocide and law and policy should address these stages in systemic way. However, Korean law and policy fails to deal with these problems arising from hate and simply touches on hate speech in broadcasting, internet, and advertisement. To tackle with hate, comprehensive approaches to hate are needed, and importantly, comprehensive anti-discrimination act is very essential to address hate. Comprehensive anti-discrimination act will reinforce the function and power of National Human Rights Commission as a equal treatment body and this institution will play its role in addressing comprehensive spheres of hate as a kind of control tower for hate and discrimination.
