초록
The purposes of this study, assuming that there is a limit to discuss the integration of early childhood education and childcare(ECE & C)except for the financial integration system, review the financial structure and size of ECE & C, examine critically the financial support system for Nuri Curriculum, and suggest on the directions of the desirable financial support system for the integration of ECE & C. Based on the financial support system for Nuri Curriculum, the budget authorities will propose the financial support system for the integration of ECE & C by applying the divide-and-pull strategies of local educational subsidy. They will try to compromise by adjusting slightly the local educational subsidy ratio and increasing a little transferred money derived from the local general account. In order to prevent the erosion of primary and secondary education resources by the integration cost of ECE & C, the four principles of the integrated financial support system proposed by this study are as follows. First, we should minimize the conflicts by making the educational conditions of childcare equal to that of early childhood education and then discussing the integration. Second, it is necessary to secure the integrated financial resources independently from primary and secondary education resources. Third, the unified financial resources should be allocated to the central government, the local government, and the local education authority in the ratio of the current financial share of 8: 3: 3. Fourth, after integrating ECE & C, a separate budget accounting system and administrative system should be established in order to operate administration and finance efficiently.
