A Comparative Study of National Qualification Systems for Vocational Counselors : Focusing on the Cases of Korea and Japan

초록

This study compares the national qualification systems for vocational counselors in Korea and career consultants in Japan to identify improvements for Korea's system. Despite shared socio-economic contexts, the two systems differ in structure, evaluation, and application. Using the Structured-Focused Comparison (SFC) method, the study analyzes legal foundations, tier systems, exam methods, and renewal procedures. Focus Group Interviews ensured validity. Findings reveal that while both systems are state-led, Japan emphasizes employee career development and requires certification renewal and ongoing training. In contrast, Korea focuses on job-seeking support without mandatory renewal. The study recommends enhancing Korea's assessment system, introducing advanced qualification levels, and implementing a structured renewal process.
