The purpose of this study was to develop a Korean Drug Addiction Counseling Competency Model that systematically reflects the knowledge, skills, and attitudes required for counselors in the field, and to verify its practical applicability. First, a theoretical foundation was established through a comprehensive review of domestic and international literature and previous studies related to drug addiction counseling. To incorporate in-depth field expertise, semi-structured in-depth interviews were conducted with nine experts in the field. Furthermore, to ensure validity, an open-ended survey was administered to 35 drug addiction counselors to collect field demands and practical experiences, based on which a preliminary competency model was derived. The appropriateness and degree of consensus for each component of the model were then validated through three rounds of Delphi surveys with a panel of 17 experts. Additionally, a survey assessing the importance and possession levels of these competencies was conducted among 50 practicing counselors to verify practical validity and identify core competencies. The finalized model consists of three competency clusters (Theoretical Knowledge, Job Performance, and Attitude/Personal Quality), 21 competency elements, and 48 competency indicators. Practitioners identified ‘Patience and Persistence,’ ‘Belief in Change,’ ‘Environmental Monitoring for Abstinence,’ and ‘Appropriate Intervention and Response in Crisis and High-Risk Situations.’ as the most critical competencies. BY presenting a model tailored to the specific characteristics of the Korean context, this study provides foundational data for the education and training of addiction counselors and suggests strategic directions for future research aimed at professional enhancement.
