This study aimed to develop performance indicators that can systematically analyze the outcomes of gifted education at the level of provincial and municipal offices of education, based on the 5th Comprehensive Plan for the Promotion of Gifted Education, and explore long-term development strategies. To achieve this, the study developed performance indicators that not only reflect the tasks and strategies at the national level but also take into account the specificities of gifted education in each region. The 5th Comprehensive Plan for the Promotion of Gifted Education was analyzed using the CIPP model, leading to the derivation of performance indicators consisting of four major categories, nine subcategories, and 18 indicators, along with monitoring items. To evaluate the validity of the derived draft performance indicators and select the final indicators, two rounds of expert Delphi surveys were conducted. A panel of 12 experts, either specializing in gifted education or with extensive research experience in the field, participated in the surveys. The performance indicators were categorized into four areas: context, input, process, and output. They were designed to comprehensively evaluate the validity of gifted education goals, the implementation strategies, the effectiveness of teacher recruitment and program operation, and the qualitative and quantitative growth of education. Special emphasis was placed on continuously monitoring whether gifted education programs were being implemented in a way that reflects the regional characteristics and resources of each provincial or municipal office of education, and on establishing a system for improvement based on this monitoring.The performance indicators and monitoring system developed in this study provide a practical tool that allows provincial and municipal offices of education to autonomously evaluate their outcomes and continuously promote the qualitative and quantitative growth of gifted education. This system enables systematic evaluation of the effectiveness of gifted education and strengthens cooperation and coordination between the national and regional levels, ultimately enhancing the effectiveness of gifted education.
