장기소액연체자 지원 수혜자의 개인소득 증가 및 비상자금 보유와 관련된 특성: 주관적 경제상태의 집단 간 차이

This study examined changes in personal income following program receipt and emergency savings holdings at the time of the survey among financial consumers who reported receiving debt adjustment or debt forgiveness under the Long-Term Small-Amount Delinquent Debt Relief Program. The study analyzed data from 259 respondents who reported receiving support under the program in 2018–2019. An increase in personal income was measured based on whether respondents reported that their personal income had increased since receiving support. A minimum short-term financial buffer was measured based on whether respondents held emergency savings equivalent to at least one month of living expenses at the time of the survey. The main findings were as follows. First, 41.7% of respondents reported an increase in personal income after receiving support, while 48.3% held emergency savings equivalent to at least one month of living expenses at the time of the survey. Second, binary logistic regression analyses controlling for gender and age showed that total assets, changes in type of employment after receiving support, and current loan holdings were significantly associated with an increase in personal income. Employment status before receiving support, changes in type of employment after receiving support, specific categories of the adjusted debt amount and the remaining unadjusted debt amount, current loan holdings, experience with other debt- adjustment programs, and experience using policy-based financial products were significantly associated with holding emergency savings equivalent to at least one month of living expenses. Third, respondents reporting an increase in personal income evaluated their current economic conditions more positively and reported a lower burden of living expenses than those reporting no increase. However, no significant difference was found in anxiety about future economic conditions. Respondents holding emergency savings equivalent to at least one month of living expenses evaluated their current economic conditions more positively and reported a lower burden of living expenses and less anxiety about future economic conditions than those who did not meet this threshold. Based on these findings, this study proposes post-support assessments of recipients’ economic activity, remaining debt, current loan repayment burdens, and emergency savings holdings, along with referral to relevant support services.
