During the post Coldwar era, it has been concurrent that a positive approach of the US toward the African continental economy shares the same period with an emergence of new regional cooperative scheme in Africa, the so-called NEPAD. This aspect makes researchers expect a new developmental direction of African economic stuation, including suffered debt problem. Especially, it is expected that IFIs, invisibly but structurally sponsored by the US, will play much more active role in relieving African economy from the debt trap. To the US, in political sense, its 'humanitarian' policy approach toward the African continent with the new initiative is recognized as an policy action to reduce diplomatic burden in dealing with 'Axis of Evil' countries in the northern part of Africa. In economic sense, securing a leading position of the US in grasping chance of natural resource development in Africa is strongly expected. In addition, the US would pursue a first shot toward the African consumers with tremendous purchasing power. New regional cooperative scheme with NEPAD in Africa, neo-liberalism of the US' external policy posture and changing role play expected from IFIs' changing nature of approach toward the African economy are combined as variables enabling to rescue the African economy from the struggling era.
