North Korea’s continuous nuclear program and launch of Intermediate Range Ballistic Missile (IRBM) and Intercontinental Ballistic Missile(ICBM) is driven by technological breakthroughs in the high-tech industry. By researching how North Korea development their technology, grew high-tech talents, and invested in tech industry surrounding the CNC* policy, our research may be applicable to analyze the North Korean ICT and business model based on Inter-Korean cooperation. Findings from researching the North Korean CNC technological development are as follows. First, the Supreme Leader’s resolve and influence played a key role in resource distribution and technical application to industry, and they subsequently led to CNC policy and technological development. Second, North Korea accomplished the CNC breakthrough by starting investment in the high-tech industry since the late 1990s. New schools were established with new curriculum to grow high-tech talents, and they were trained in both theoretical and on-the-job aspects in academic-industry clusters. Third, North Korea has a highly advanced 11-Axis Part Exchanger and Flexible Production System. In particular, North Korea is technically capable of accomplishing the CNC economy as they can mass produce CNC machinery as most of the manufacturing process is independent from foreign influence, except the microchip in the digital system. However, North Korea is pursuing CNC policy for propaganda purposes only, as they can not afford to continue mass investment in IT infrastructure in the private sector. In order to meet domestic industrial demand and grow constantly, the North Korean high-tech industry should be able to welcome foreign investment. In this context, North Korea should actively look to join the international community, and take a new approach to produce high-tech products competitive in the global market. Lastly, North and South Korean economy can be mutually beneficial by combining South Korean technology and investment and the North Korean labor and natural resources. *North Korean term for the ‘4th Industrial Revolution’
