This study focuses on late Joseon dynasty when culture and art bloomed, research institutional art of this period, and find out the lessons for current art education. Jabidaeryungwhawon(溠備待令畵員) was the most remarkable system for institutional art of Joseon dynasty. By establishment this Jabidaeryungwhawon, whawon(畵員) was enforced to develop their own professional skills continuously because of pressure from frequent quality maintenance test. They were able to improve their art skills and abilities based on this system so then present the most unique and advanced painting and art skills throughout Joseon dynasty. The most influent factor for this institutional base is the King Jeong-jo's attention to art and strong reform willingness. He has founded Gyujanggak(奎章閣), which was the royal library of the Joseon dynasty, institutionalized royal painter, whawon as official governmental worker, and rearranged the Dowhaseo(圖畵署) systems. For the result, these reforms has delivered many remarkable whawons, great development of the institution, and created a lot of social and economic value from the activities. It has many implications for current situation that Jeong-jo has recognized the real problems of the art world of that time and resolved those problems in real by pursuing social and economic value of it.
