초록
The use of visual content in disaster preparedness and response education for vulnerable populations such as children, older adults, and persons with disabilities is increasingly gaining global attention. Visual media including videos, animations, infographics, and illustrated guides are widely adopted in public education initiatives, as they offer intuitive and engaging communication regardless of literacy or hearing ability. These tools help promote understanding of disaster risks and are especially effective in inclusive communication strategies. In response, international organizations have emphasized the importance of equitable communication and have recommended the development and dissemination of accessible educational materials for all. This study examines representative case studies from the United States, New Zealand, Japan, and international agencies, focusing on disaster safety visual content. Each case is analyzed in terms of target audience, educational purpose, visual presentation method, and observed outcomes or public responses. Based on both empirical case studies and academic literature, the paper evaluates the effectiveness and practical applicability of visual tools in conveying essential safety information to vulnerable groups during disasters. In conclusion, by analyzing how visual approaches are evolving to support inclusive communication for people with visual impairments, the elderly, and children, this research offers valuable insights into future directions for disaster safety communication strategies. It highlights the critical role of visual design in ensuring that no one is left behind in times of crisis.
