The family of interests surrounding protected area policy -especially their social dimensions - is today in turmoil. Many who were partial to ntegrated conservation and sustainable development programming in the 1980s and 1990s are now in revolt. What was politically correct then is giving way to environmental correctness, and conservation is taking a conservative turn in Africa. Yet making protected areas more restrictive begs the question that forged the family of interests two decades ago: what is to be done with communities that reside therein and are destined to be OER spawning grounds if a new alliance is not found? The present paper responds to this question by tallying African lands subject to protected area growth and offering case studies that illuminate the social consequences of this growth. It argues that closing these lands entirely to human habitation is untenable, unless new and viable alternatives are offered. One migration strategy, ecologically-coordinated agrarian reform, is ventured as a way of reinvigorating the social and environmental balance and reducing a looming yet little known refugee problems.
