Legislative representation is an essential component of the success of representative democracy. According to representation theory, legislative representation is made of the four sub-representations, and substantive representation(a representative responds to the needs of an individual(or a group) in the law-making process), among other things, is directly related to legislative representation. And descriptive representation indirectly influences legislative representation by boosting substantive representation. Based on these arguments, this article analyzes demographic data and examines the contents of bills of Gender Equality and Family Committee in the 18th - 20th Korean National Assemblies in order to test the relationship between descriptive representation and substantive representation and factors constraining substantive representation of members of the Korean National Assembly. The findings show that descriptive representation is a precondition of substantive representation. In addition, the interplay between the characteristic attribute of bills, the role of political actors and social context mediates substantive representation. We discuss the implication of legislative representation that is feasible to materialize the value of direct democracy under representative democracy.
