초록

This paper is an exploratory attempt to critically analyze the application of typical mainstreaming measures in cultural policy sector based on Carroll Bacchi’s alternative approach. Gender mainstreaming strategy is a widely applied scheme to achieve gender equality. Nevertheless, there are controversies of whether its policy can contribute to the actual achievement of gender equality. These controversies show the lack of scholarly evidences based on practical analyses or case studies. In this light, I argue that Bacchi’s theoretical approach can reveal a transformative aspect of gender mainstreaming strategy, examining the contextual changes of theoretical emphasis on gender equity theory. This approach allows us to recognize the transformative power of gender mainstreaming strategy, which contributes to the cultural policy for addressing various subjects of gender equality in a creative way.
