The purpose of the study was to explore the behaviors and the bases of teachers'noncompliance with National Assessment of Educational Achievement(NAEA) Policy. Thewithdrawal of the policy on NAEA at the elementary schools in 2013 raised questions onpolicy implementation process of NAEA. The withdrawal was assumed the results of thenoncompliance that teachers have shown since the NAEA policy were implemented. Therefore, the research wondered what the teachers have done to show theirnoncompliance and what the sources of those resistances were. To answer the questions,documentations, newspapers, reports, and other documents were analyzed. The results showed that teachers planned field trips on the test day, did strikes,announced statement for abolition of the policy, managed irregular curriculum againstguidelines, and even fabricated test results. The bases of the behaviors were lack ofjustification on the policy, concerns on distorted educational activities at schools, teachers'heavy psychological burden on the results, and distrust on the governmental parties.
