This study analyzes the relative importance and priorities of the policy areas and the responses on the adverse effects of the 4th Industrial Revolution by using the analytic hierarchical process (AHP) and suggests the policy implications. Through the review, the five areas including legal infrastructure, implementation system, support system, human resources and technology development, and global cooperation are derived as the policy area and the responses are developed for each policy area. Analyzing the relative importance and priorities of the policy areas with the experts, it is evaluated that the implementation system and the human resources and technology development are the most important areas. And the support system, legal infrastructure, and global cooperation are evaluated as order of importance. Furthermore, the results of the responses by policy area are as follows. The related legal system in the legal basis infrastructure, the establishment of public-private partnership system in the implementation system, the establishment of ethics guide and ethics education in the support system, the enhancement of intelligence information technology reliability and data security technology in the human resources and technology development, the global dysfunction management in the global cooperation are evaluated as priority responses. Based on the results, this study discusses implications for the effective responses on the dysfunction of the 4th Industrial Revolution.
