This study explores issues and development potential of the telemedicine/non-face-to-face medical services in Korea, which is at the initial stage of generalization of digital health care. In addition, in order to seek the direction of the future local digital healthcare system construction and effective non-face-to-face medical communication from various angles, case analysis was conducted to analyze and diagnose the current status of local and abroad non-face-to-face medical services and medical communication. The case studies were focused on analyzing the cases of China and Canada in detail. As a result of case analysis, China has systematically grown non-face-to-face medical services centered on online hospitals in the face of the severe medical infrastructure gap. Canada, with a large territory and low population density, has thoroughly prepared for the legal system for non-face-to-face medical services in the early stages, and accordingly, it provides the leading platform services that have been considered in various aspects. In conclusion, for the systematization of digital healthcare, this study raised the necessity of establishing a leading institution of the ICT technology and medical technology integration system, and expanding the preliminary foundation based on the fundamental research in diverse fields. Also, it suggested that an explicit agreement on the concept, definition, and the service scopes of ‘telemedicine/non-face-to-face medical services’ is needed for seamless communication between healthcare providers and users. Besides, it suggested the necessity of systematizing user-centered study with microscopic research on non-face-to-face medical communication based on the Technology Acceptance Model (TAM). Above all, digital healthcare based on non-face-to-face medical services should be selected as an important “social agenda”. It should also be considered efforts to form public opinions for service systematization by converging various public agendas.
