This study examined the magnitude of local government’s children and youth welfare expenditures, and their determinants. Subjects are divided into three age groups based on the age bracket of social welfare: infants, children, and youth. The social welfare finance database collected by the Korea Institute for Health and Welfare from the 227 local governments in the year 2008 through 2010, was utilized. The main findings of the study were as follows. First, the magnitude of expenditures, and the proportion of the expenditures to the total social expenditures, and the per capital expenditures were largest in case of infants, followed by children, and the youth. Second, determinants of the per capita social expenditures were different depending on the age groups. As for infants, socio-economic factors except for the financial autonomy rate and the welfare demand were significant; and as for children, all of the socio-eonomic factors and the welfare demand factor were significant. As for youth, a part of socio-economic factors, i. e. a type of the local government, and the incremental factor were significant. Politico-administrative factors were not significant in any age group models. Based on the findings, policy implications were discussed in order to fairly allocate social expenditures to the three age groups.
