The Korean society is pushing for support policies for multicultural students under the 2008 Multicultural Family Support Act and the multicultural education support plan of the Education Ministry in 2010. In this study, a multicultural youth is someone who is born in Korea and has a parent who is a foreigner, in other words, the second generation of a foreign family. The current policy of multicultural youths has been focusing on the growth and capacity building of the multicultural youth because they seem to differ in education and career in comparison with the general youth due to lack of Korean language ability and maladjustment for school life. Multicultural youths need a paradigm shift in policy as their ratio is expected to rise sharply within the next five years. In particular, as the proportion of school-age children among multicultural families is increasing, various problems such as neglect, discrimination and exclusion are apparent in school spaces. According to the 2018 Multicultural Family Survey, 8.2% of children from multicultural families attending elementary school and secondary school have experienced language and physical violence, cyber-bullying and other forms of bullying in 2018. In fact, the lack of recognition or the damage of recognition experienced by multicultural youths are linked to psychological problems, which have a negative impact on self-identity. In particular, cultural prejudice caused by the perception of multicultural families as socially vulnerable group in Korea and the stigma given by the language itself is reproduced by children of multicultural families. Instead of seeking solutions to the damage to recognition experienced by the multicultural youths, however, the policy is spreading prejudice as it internalizes stigma and negative images in policies. This study examines the damage to the recognition of multicultural youths, focusing on the recognition and distribution of Honneth and Fraser. And it analyzed cultural bias that is reproduced in the current multicultural youth policy. For the research method, contents analysis was conducted using existing empirical research and government statistics. Furthermore, the government wants to seek a paradigm shift direction by presenting principles and a direction of multicultural youth policies based on recognition and distribution.
