초록

This study examines the theoretical concepts of regional employment resilience and their policy relevance. It reviews how resilience theory has evolved and how it is measured. The study also proposes a multi-level analytical framework to identify key determinants. The study applies this framework using the core principles of the EU’s Cohesion Policy: proactive prevention, multi-level governance, and long-term strategy. These principles serve as a benchmark to diagnose the limitations of South Korea’s Employment Crisis Area support policy. The analysis shows that the centralized, short-term nature of Korean policy restricts regional dynamic capabilities. The study concludes by suggesting that future work should develop process-oriented composite indicators and explore locally led industrial transition strategies.
