This study aimed to develop and implement a university general education course to enhance digital citizenship and future competencies among undergraduate students, and to verify its effectiveness. The research proceeded in two stages: course design and implementation, followed by effectiveness evaluation. The course was designed based on a conceptual framework integrating transformative competencies (OECD, 2018) and the core elements of digital citizenship. Fifty-two students voluntarily participated in pre- and post-course surveys. Quantitative data were analyzed using SPSS ver. 26.0, including paired sample t-tests and reliability analysis. Results showed statistically significant improvements in students’ overall digital citizenship, excluding digital technology use, which already showed high pre-course proficiency. Notably, digital social participation improved the most among all subdomains. Thematic analysis of students' open-ended responses confirmed the course’s educational value, highlighting increased self-reflection, learner agency, and interaction in participatory learning environments. These findings suggest that digital citizenship-based general education can serve as an effective model for fostering future-ready, socially responsible graduates.
