This study aims to develop an evaluation tool based on the Plan-Do-Check-Act (PDCA) model to systematize and continuously improve the quality management of teaching and learning support programs in the University Center for Teaching and Learning(CTL) and to develop a feedback system through it. Through a literature review and expert Delphi survey, the evaluation tool was developed and piloted to verify its effectiveness. This process helped CTL to work systematically and improve the quality of the program. We developed evaluation items and indicators based on each phase of the PDCA model: planning, execution, evaluation, and improvement. Expert evaluation was conducted to check the validity and reliability of the developed evaluation tools to diagnose problems and suggest improvement measures during program operation. The results of the pilot evaluation confirmed that the PDCA model can effectively support the quality improvement and continuous improvement of CTL programs, and the feedback system can provide educational services that reflect the needs of instructors and learners. The results of the study showed that the CTL program evaluation and feedback system based on the PDCA model helped to systematically organize the process and results of CTL program operation, which in turn contributed to the improvement of program quality. It also demonstrated the effectiveness of the performance management and feedback system and provided operational strategies for improving the quality of education. This study demonstrates the usefulness of the PDCA model as a sustainable management tool for improving the quality of university education, and suggests that it is highly applicable to other universities and programs in the future.
