초록

This study explored the operational experiences of program operators involved in the National Counseling Support Voucher Program. In-depth interviews were conducted with nine representatives and administrators of counseling centers between December 2024 and April 2025, and the data were analyzed using the Consensual Qualitative Research (CQR) method The analysis identified 4 domains— Preparing for the program amid expectations and concerns,” “Advantages and challenges in program operation,” “Growth and expansion through program operation,” and “Proposing directions for program improvement based on operational experience”—along with 11 categories and 37 subcategories. Participants reported that the program contributed positively to enhancing the credibility of their counseling centers and increasing client referrals and expressed meaningful satisfaction in providing professional counseling experiences to clients who had previously had limited access to such services. However, they also experienced difficulties stemming from complex administrative procedures, client complaints, rigid application criteria, limited session numbers, and the burdens associated with case management. This study is significant in that it is the first in-depth exploration of program operators' experiences with the National Counseling Support Voucher Program, shedding light on the realities of the implementation period and providing foundational data for future institutional stabilization and practical improvement.
