(Purpose) This study aims to examine the current state and practices of specialized vocational training for unskilled foreign workers, assess its outcomes, and suggest future directions. (Research methods) For this study, a survey and focus group interviews (FGI) were conducted with company representatives who implemented specialized training programs for foreign workers in 2024. The data were processed using the SPSS 25.0 program, and basic statistical analysis as well as paired t-tests were performed. (Findings) First, shipbuilding company officials who participated in the specialized training had been having difficulties in hiring domestic workers for a long time. Second, although the company officials were satisfied with the use of foreign workers, they were experiencing communication problems due to language barriers at the workplace. Third, the company officials were more satisfied with the workers who participated in the specialized training than those who did not participate in the specialized training, and they wanted to continue to use them. In particular, the workers who participated in the specialized training had a high level of understanding of the shipbuilding industry and their jobs, and positively evaluated their understanding of on-site terminology and work attitude. (Conclusion and recommendations) Based on the research findings, it was suggested that future foreign labor policies should move beyond the simple dimension of labor supply and shift toward fostering foreign workers as skilled personnel while supporting their long-term settlement.
