This paper purports to examine and analyzes the conflicting policy postures for debt relief issue between the North and African countries. The introduction part is followed by the chapter upon traditional perceptual confrontation and gap between the North and the South in institutionally approaching the debt relief-relevance policy agenda. The chapter looks into the feasibility of the HIPCs Initiative having been proposed and led by the North. The later part of the chapter compares the North's changing posture, by angling the HIPCs idea and perception. This part relies heavily on motif and background of an international civil groups' policy agenda, mainly of the Jubilee 2000 Movement. The third chapter concentrates in analyzing African cases. It includes new proposal from the recent African Summit, called NEPAD. Especially, a local perception of and evaluation from African countries, which are relatively radical but comprehensive, are examined. The conclusion expects a new era of confronting agenda around debt relief for African counries, rather than status quo or betterment of the situation.
