공공부문 종사자는 어떻게 딜레마를 느끼는가? 딜레마 인지 과정에 관한 경험적 연구

Abstract

본 연구는 공공부문 종사자의 딜레마 인지에 대한 개인적 요인(적극적 성격과 공적성취동기)과 조직적 요인(심리적 안전감과 조직적 집합주의)의 영향을 분석하였다. 연구의 주요 분석 결과는 공직자의 개인적 특성 중 공적성취동기가 책임성의 딜레마를 인지할 확률을 감소시키나, 조직적 특성으로서 조직적 집합주의는 딜레마를 인지할 확률을 증가시킴을 보여 준다. 공공부문 종사자는 딜레마 이론의 예측과는 달리 의사결정자로서의 자신의 선호를 의사결정에 반영하여 책임성의 딜레마를 인지하지 않은 경향을 보인다. 하지만, 공직자 개인의 적극적인 성격과 조직에서 경험하는 심리적 안전감은 책임성의 딜레마를 인지하거나 계층적 책임성을 넘어서 정치적 책임성의 대안을 선택할 가능성을 증가시켰다. 본 연구는 책임성의 딜레마의 맥락에서 딜레마의 인지 과정과 딜레마의 정확한 이해를 위한 이론적 및 실천적 함의를 제공한다.

This study aims to identify and determine the effects of individual and organizational factors on public sector employees’ perceptions of accountability dilemma. The research findings show that the motive to achieve in the public sector reduces the extent to which a public sector employee perceives an accountability dilemma, whereas the organizational collectivism increases the likelihood of perception of accountability dilemma. In contrast to the theoretical assumptions, most of the public sector employees are less likely to perceive an accountability dilemma. However, the research results indicate the likelihood that a public sector employee perceives an accountability dilemma is influenced by proactive personality and psychological safety. The theoretical and practical implications of findings are delineated with respect to dilemma perception.
