아동보호전담요원의 가정외보호 및 원가정복귀와 관련된 태도 연구: 국제비교 및 잠재프로파일분석을 중심으로

Abstract

본 연구는 2020년 10월 도입된 아동보호전담요원의 가정외보호 및 원가정복귀와 관련된 태도를 살펴보았다. ‘아동복지태도’ 척도를 이용하여 서구의 아동보호 관련 실무자의 태도와 비교분석하였으며, 잠재프로파일분석을 통해 아동보호전담요원을 가정외보호 및 원가정복귀와 관련된 태도에 따라 유형화하였다. 주요 연구결과는 다음과 같다. 첫째, 아동보호전담요원의 ‘분리보호 반대’ 수준은 이스라엘, 북아일랜드, 스페인, 네덜란드와 비교했을 때 가장 낮았다. 둘째, 아동보호전담요원은 가장 높은 수준의 ‘시설보호에 대한 긍정적 입장’을 보였으며, ‘가정위탁에 대한 긍정적인 입장’과 ‘짧은 가정외보호 기 및 원가정복귀 선호’에서는 다른 나라와 차이가 없었다. 셋째, 아동보호전담요원은 가장 높은 수준의 ‘아동의 의사결정 참여를 선호’를 보였으나 ‘부모의 의사결정 참여’는 중간 수준으로 선호하였다. 넷째, 아동보호전담요원은 가정외보호 및 원가정복귀와 관련된 태도에 따라 ‘아동참여와 가정외보호 선호’, ‘실무자 판단 중심의 원가정보호 선호’, ‘당사자 판단 중심의 원가정보호 선호’의 세 집단으로 분류되었다. 본 연구결과를 바탕으로 아동보호전담요원 대상지침 및 교육과정에 대한 제안을 하였다.

This study examined attitudes relating to out-of-home care and family reunification of the child welfare agents. We collected information through on-line survey and compared the levels of child welfare attitudes with those of child welfare workers from Israel, Northern Ireland, Spain and the Netherlands. Additionally, the child welfare agents were grouped based on the results of latent profile analysis. First, Korean agents showed the lowest levels of ‘against removal.’ Second, Korean agents show the highest levels of ‘favorable view on residential care’ and not significantly higher or lower levels of ‘favorable view on foster care’ and ‘favor reunification and short duration of out-of-home care.’ Third, Korean agents showed the highest levels of ‘favor children's participation in decisions’ and the middle levels of ‘favor parents’ participation in decisions.’ Fourth, Korean agents were grouped into three groups of ‘favor out-of-home care and child participation’, ‘favor family preservation based on practitioner decision,’ and ‘favor family preservation based on child and parents participation.’ Based on the findings, we suggested directions for education and training for child welfare agents.
