dc.description.abstract | 이 논문은 日本電信電話公社(NTT) 개혁 정책결정과정에 관한 연구이다. 일본정부는 1980년대 초 NTT의 민영화와 분리분할을 논의하여, 1984년 공사의 민영화를 결정하였으나 분리분할은 유보하였다. NTT 분리분할안은 다시 두 번의 좌절 끝에 1997년 持株會社 방식의 분리분할로 낙착되었다. NTT 개혁정책의 결정과정은 우리에게 많은 의문점을 제기한다. 논의 당시 우정성과 NTT를 비롯하여 대다수 관계자가 반대했던 NTT 민영화ㆍ분리분할이 어떻게 정책의제로 선택되었는가. 왜 민영화와 달리 분리분할은 세 번이나 유보되면서 15년만에 지주회사방식이 채택되었는가. 그리고 왜 이들 정책의제와 대안의 선택이 그 시점에서 가능하였는가. NTT 분리분할ㆍ민영화에 대해서는 기술ㆍ경제결정론, 국가ㆍ관료주도 모델, 전략적 재규제 현상, 관료정치 모델, 다원주의 모델 등으로도 그 과정의 일부 단면을 설명할 수 있으나, 이들은 정책결정과정과 산출물에 대한 구체적이고 일관된 설명을 제공하지 못한다. 본 연구는 언급한 의문점들에 대한 해답을 구하면서, NTT 개혁의 全과정을 일관되게 설명할 수 있는 정책결정 모델로서 휴지통모델의 적용이 가능함을 제시하였다. | - |
