유엔 지속가능발전목표(SDGs)의 한국적 적용: 현황과 개선방안 - 빈곤과 불평등 관련 목표들을 중심으로

Abstract

2015년 유엔 지속가능발전목표(SDGs)가 결의됨에 따라 세계 각국은 2030년까지 이를 국내적으로 이행하기 위한 다양한 계획을 수립하고 있다. 한국 정부도 이에 따라 2018년 유엔 SDGs의 국내 이행을 위한 Korean-SDGs(이하 K-SDGs)을 수립하였다. 본 논문에서는 현재까지의 K-SDGs 추진 상황과 계획안을 점검해보고, K-SDGs가 유엔 SDGs가 궁극적으로 지향하고 있는 발전의 목표에 얼마나 부합하는지, 세부 목표별 측정지표 등은 한국의 상황에 적절하고 타당한지 살펴본다. 그리고 마지막으로 K-SDGs의 성공적인 이행을 위해 보완해야 할 점에 대해 논의한다. 이를 위해 우선 유엔 SDGs가 지향하는 ‘발전’이 정확히 무엇을 의미하는지 알아보는 것으로 논문을 시작하며, 유엔 SDGs의 17개 방대한 목표 가운데 본 논문에서는 빈곤과 불평등에 초점을 맞춰 SDG1, SDG5, SDG10에 해당하는 내용을 다룬다.

Since the UN General Assembly adapted the Sustainable Development Goals (SDGs) in 2015, many countries around the world have put their efforts to come up with their national action plan to meet the new global goals. South Korea is one of them recently passing the Korean-SDGs in a Cabinet meeting. This article scrutinizes the new K-SDGs, the poverty and inequality-related goals (Goal 1, 5 and 10) in particular. It discusses whether it well reflects the UN's ‘development’ which proclaims to place people at the center. This article also examines the validity of the current targets and indicators in the K-SDGs and proposes how current strategies can be strengthened and/or more effectively implemented.
