This study diagnoses the role and possibility of culture and arts education in 'social care' with con temporary demand. Particularly, Jeju Special Self-Governing Province, which has been the first place in the country for 10 years, and the lowest in the country in terms of care infrastructure and system. The possibility of care education of Neulbom schools (classrooms) is diagnosed within the local culture and arts education system, especially elementary schools (school-age). It examines the direc tion of art education according to the same development. The pilot operation of the Neulbom School, which is at the beginning of the policy implementation stage, was divided into administrative divisions of Jeju City and Seogwipo City, and the implications were derived through the voices of the five major members of the Neulbom School as a qualitative case study, taking advantage of the iden tity of the researcher operating as an operating institution. As an implication of the voice, 1) the re lationship between care, education, and culture and arts education was viewed. 2) Children's right to rest and play and the right to play As a process-oriented art education based on the basis, the direc tion of Neulbom School (warm care and education) was captured. 3) Jeju-type local culture and art As education reinforcement, a cooperative model through 'trust-participation-coordination- agree ment' was proposed by children-teachers-raiser. 4) Human experience By connecting the art educa tion methodology centered on child development with the philosophy of Naddings as the main focus, the current policy explores and progresses. It was possible to know the factors that needed to be clarified. Therefore, this study was examined through Nel Noddings' book of Happiness and Education, which insisted on caring ethics and ethics in order to co-evolve the field of care and education and policies. Finally, the direction of child so cial care, philosophical discourse, and suggestions for follow-up research were presented in the field promotion system that requires tension and supplementation in caring and education policies.
