This study analyzes the institutionalization and entrenchment process of arts and culture education in public performing arts centers following the enactment of the Arts and Culture Education Support Act in 2005, using the theoretical framework of historical institutionalism. Focusing on the Sejong Center for the Performing Arts, a cultural institution affiliated with the Seoul Metropolitan Government, the study examines the longitudinal interplay between the adoption of arts and culture education functions and their integration into management evaluation indicators. To this end, the study traces the institutional adaptation process within the Sejong Center―encompassing organizational restructuring, resource allocation, and the evolution of educational programs―and analyzes the changes in Seoul’s management evaluation indicators from 2006 to 2024. The findings reveal that the adoption of arts and culture education was a strategic organizational response to external institutional changes, specifically the enactment of the law, and that it was formally reflected in the management evaluation indicators approximately three years later. Subsequently, the titles and criteria of the indicators were adjusted in accordance with political transitions such as changes in the mayoral office, and since 2017, they have been further systematized through a PDCA (Plan-Do-Check -Act) cycle-based framework. These findings provide empirical support for the new institutionalist explanation that institutional change occurs not through abrupt shifts but through path dependence and gradual evolution. As the first longitudinal case study to link the institutionalization of arts and culture education with changes in public evaluation metrics in public performing arts centers, this research holds both theoretical and practical significance. It offers foundational insights that may inform the performance evaluation and indicator design of other public institutions or local cultural foundations operating under similar conditions.
