- Abstract
- The purpose of this research is to propose the future direction of the Korean ODA policy in the African higher education sector. Above all, choosing a “hub nation” should be preceded because Korea has limited financial resources, which could not be evenly distributed to all African countries. As a hub nation, Ethiopia was selected by taking into account its population, relative importance among many African countries, GDP growth rate, government intention to advance higher education, and interests in cooperation with Korea. As a result, the future direction of the Korean ODA policy for Ethiopia is summarized as follows: First, establishing branches or franchises of renowned Korean universities can be considered, which will expand the scope of the current cooperation methods such as expert exchanges, curriculum development, and university infrastructure building; second, science and engineering-based education should be implemented to meet industrial needs, which would allow Ethiopia to move away from its agriculture-centered economy and to attain industrialization; and third, after successfully providing aid to Ethiopia, similar models should be developed for its neighboring countries. Although the current research has several aspects to be supplemented, it has contributions since it points out the specific future direction of the Korean ODA policy in the African higher education sector. However, the differences and merits/demerits of the Korean higher education ODA in Africa should be compared with the cases of developed countries after the aforementioned suggestions are implemented and the higher education ODA of Korea becomes mature.
