Abstract

This study purposed to survey the use of the Korean language in the forms-documents of public institutions including their guides and notices, which have a significant influence on people`s language life. For this purpose, we conducted both quantitative research and qualitative research on people`s use of civil affair forms. The details of this study are as follows. First, for quantitative research on how people feel about public document forms provided by public institutions, we performed a questionnaire survey of 185 ordinary people (78 males and 107 females). In the survey, 80.6% of the respondents replied that they felt inconveniency in the use of forms, and according to institution, difficulty in filling forms was high in order of tax offices>municipal, county, ward and town offices>courts>banks>police stations>post offices. Factors causing difficulty in filling public forms were document terms>filling procedure>explanations about how to fill>document titles. Next, for in-depth discussion on the use of public document forms, we chose forms for comprehensive real estate tax report, birth report, marriage report, and moving-in report, and conducted qualitative interviews with 12 interviewees in their 20-30s, 40-50s, or 60s or older. According to the results, when the titles and texts of documents were presented in Chinese characters without spacing, it was difficult to understand their meaning. With regard to document terms, many legal terms were used as they were, and therefore, legal terms should be improved together in order to improve the forms of public institutions. In addition, as explanations about how to fill forms included many repetitions of the same terms, they were not helpful in filling forms. Based on the results of this study, further research is required to obtain information for making policies on the use of the Korean language and to diagnose and analyze problems in the environment related to the use of the Korean language based on the basic regulations of Korean, and these efforts are expected to achieve the goal for providing desirable environment for the use of the Korean language.
