Abstract
본 연구는 원가정복귀 업무를 담당하고 있는 실무자(양육시설, 공동생활가정, 가정위탁지원센터, 아동보호전문기관 실무자 및 위탁가정 부모)를 대상으로 이들이 가정외보호 아동의 원가정복귀를 선호하는 정도와 관련 요인을 살펴보았다. 총 414명을 대상으로 온라인 설문조사를 실시하였고 실무자가 지금까지 개별 사례 및 조직 내외부 환경 특성에 대해 경험한 어려움, 가족의 의사결정 참여를 지지하는 정도, 가족지원 업무를 본인의 역할로 인식하는 정도, 직군, 연령, 근무기간, 사회복지사 자격증 등을 관련요인으로 함께 살펴보았다. 연구 결과에 따르면 위탁가정 부모의 원가정복귀 선호가 다른 직군에 비해 상대적으로 낮았고, 아동보호전문기관 상담원은 상대적으로 높은 것으로 나타났다. 또한, 가족의 의사결정 참여를 지지할수록 원가정복귀 선호정도가 높았다. 양육시설, 공동생활가정 실무자 및 위탁가정 부모의 경우 장애아동의 원가정복귀의 어려움을 경험했을 때에도 원가정복귀 선호 정도가 높았다. 가정위탁지원센터 및 아동보호전문기관 실무자의 경우 사회복지사 자격증이 있을 때, 그리고 원가족지원 업무가 본인의 역할이라고 생각할수록 원가정복귀 선호정도가 높아졌고 원가정복귀가 아동에게 좋은 일인지 확신이 없는 경우에는 선호정도가 낮아졌다. 연구결과를 바탕으로 원가정복귀 업무를 수행하는 실무자들을 지원하기 위한 방안을 논의하였다.
This study aimed to reveal how much workers of 5 different job groups(residential care facility, group home, foster care support center, child protective service(CPS) agency workers, and foster care parents) favor reunification of out-of-home children and what factors are associated with this attitude. Total of 414 participants responded to the online survey and various factors were considered as correlates. For example, we examined workers’ experiences with individual cases in the past, perceived environments of inside and outside of organizations, support for families’ participation in decision making, perceptions on their role in supporting families, job groups, age, work experiences, social worker license, etc. to see whether they are associated with worker’s attitude toward reunification. The results showed that foster care parents favored reunification less whereas child protective service workers’ favored more compared to other job groups. Support for families’ participation in decision making was positively associated with favoring reunification. For residential care facility and group home workers as well as foster care parents, experiencing difficulties in reunification of children with disability was associated with favoring reunification positively. For foster care support center and CPS workers, having social work license and perceiving family support as their job was associated with favoring reunification positively whereas questioning reunification as the best option for children was associated with favoring reunification negatively. It was discussed how to support workers to do better in their jobs regarding reunification.
