Abstract
본 연구에서는 공공고용서비스 지출 규모에 영향을 미치는 경제적, 인구사회학적 요인을 살펴보고자 하였다. 이를 통해 우리나라 인적자원 관리의 효율성과 안정성을 제고하기위한 공공고용서비스 지출 규모의 적정수준을 탐색하는 지표를 제공하고자 한다. 연구목적을 달성하기 위하여 공공고용서비스에 대한 주요한 이론적 배경 및 선행연구를 고찰하였고, 선행연구를 통해 도출한 재정적, 인구통계학적, 사회학적 설명변수를 바탕으로OECD 21개국의 최근 5년간 패널데이터를 사용하여 회귀분석을 실시하였다. 이분산성과자기상관을 해결하기 위한 모형으로 패널 GLS모형과 확률효과모형을 사용하여 추정한 결과 GDP 성장률, 소극적 노동시장정책 지출 규모, 국민부담률, 경제활동참가율, 실업소득순대체율이 공공고용서비스 지출 규모에 정(+)의 효과를 미치는 것이 관찰되었다. 이 중, 소극적 노동시장 정책 지출의 영향은 분석방법에 따라 상반된 결과가 나타났다. 분석결과를 바탕으로 공공고용서비스 지출 관련 제언을 정리하였다.
In this study, we wanted to examine the economic and demographic factors affecting the amount of expenditure on public employment services. Through this, the government intends to provide indicators to explore the appropriate level of expenditure of public employment services to enhance the efficiency and stability of human resources management in Korea. In order to achieve the research objective, major theoretical backgrounds and prior studies of public employment services were considered, and panel data were regressed over the past five years in 21 OECD countries based on financial, demographic and sociological descriptive variables derived from prior research. Estimates using the Panel GLS model and random effect model to discuss dichotomies and autocorrelation showed that GDP growth rates, passive labor market policy spending, national burden rates, participation rates, and net replacement rates of unemployment income had a positive effect on public employment service spending. On the other hand, no significant regression coefficients were derived for GDP per capita, the government's final consumption expenditure, government debt, unemployment and labor productivity. With the introduction of the new "National Employment Support System," which will begin this year, the provision of public employment services to the vulnerable will be further strengthened. Human resources and resources spent to achieve the purpose of introducing the system, such as establishing universal welfare through strengthening the social safety net, national development and investment in human resources, and stabilizing the labor market to promote economic happiness, should be efficiently utilized and managed.
