열린교육 정책에 대한 교사집단의 불순응에 관한 연구

Abstract

아무리 강력한 정권이 추진한 교육개혁이라 할지라도 개혁안이 원래의 의도대로 한 치의 오차도없이 집행되는 경우는 거의 없다. 1995년 5.31 교육개혁안의 일환으로 추진된 열린교육 정책도 2001년도에‘교실수업개선’이라는 이름으로 바뀌면서 공식적인 정책으로서 지위를 잃게 되었다. 이 연구에서는 정책의 성공적인 집행과 관련하여 매우 중요한 요인 가운데 하나로서 정책 대상 집단의 순응도에 주목하여, Coombs(1980)가 제시한 정책불순응의 유형, 즉 의사소통 관련 불순응, 자원 관련불순응, 정책 관련 불순응, 행위 관련 불순응, 권위관련 불순응 등 다섯 가지 유형에 대한 현장교사들의 반응을 분석하였다. 연구결과, 교사들은 모든 유형의 불순응을 나타냈으며, 특히 권위관련 불순응과 자원관련 불순응이 두드러졌다.

There are very few cases where reform policies are implemented smoothly, according to the initial goals, without any faults occurring, even though they were driven by strong governments. The 'Yeolin (Open) Education' policy adopted by 5.31 Reform in 1995 was the case of implementation failure, being given up officially in 2001 when Improvement of Classroom Instruction replaced it. This study dealt with policy compliance and noncompliance by the target group, which is one of the most influential elements for successful implementation. Specifically, responses to 'Yeolin Education' policy by 90 teachers in Seoul were surveyed in terms of five types of policy noncompliance suggested by Coombs(1980), i.e., communication-oriented noncompliance, resources -oriented noncompliance, policy-oriented noncompliance, behavior-oriented noncompliance, and authority-oriented noncompliance. It was revealed that teachers showed all kinds of noncompliance towards the Yeolin Education policy. Among them, authority-oriented noncompliance and resources -oriented noncompliance were the most prevalent.
