Abstract
본 연구의 목적은 정부업무평가제도의 성과를 분석하고 시행과정에서 나타난 문제점을 검토하여 개선방안을 도출하고자 한다. 구체적으로 연구목적을 달성하기 위해 정부업무평가제도에대한 종합적인 접근 및 미시적 접근을 시도하였고 특히 정부업무평가제도의 틀에서 운영되고있는 개별평가제도로서의 자체평가 및 재평가, 특정평가, 성과관리, 지방자치단체평가, 그리고공공기관평가에 대한 분석을 위해 전체 48개 중앙행정기관의 평가담당자 및 평가경험이 있는공무원 집단을 대상으로 설문조사를 실시하였다. 분석결과 전체적으로 자체평가제도의 도입의성과는 중앙행정기관의 평가 역량강화에 기여하였고 통합평가제도 및 성과관리제도 또한 정부업무의 품질향상, 효과성, 책임성 향상에 기여하였다. 반면 평가에 대한 업무부담 완화 측면에서 부정적인 문제점이 지적되었고 국정운영의 능률성향상 등에 기여도가 낮게 나타나고 있다. 이러한 연구결과를 토대로 본 연구에서는 향후 개선방안을 제시하고 있다.
The purpose of this study is to review the government performance appraisal system and the problems caused by implementing the system, and to suggest the improvement alternatives of the system. To achieve the research objectives, this study comprehensively and microscopically tried to examine the government performance appraisal system and to review the individual assessment systems of the government performance appraisal system such as self-assessment, reassessment, special assessment, performance management and local government assessment. This study also conducted the survey on the group of officers experienced the evaluation systems in the 48 central governmental agencies. The results of analyses indicated that the self-assessment system has strengthened the evaluation capacities of the central governmental agencies, and the integrated evaluation system and the performance management system have improved the service quality, effectiveness and accountability of government. Otherwise, the results showed that the systems have significantly negative effects on the easing the burden for the evaluation, and also have significantly low effects on the efficiency of the government adminstration. Based on the results, this study suggested the improvement alternatives of the systems.
