정보화 지수 모형의 평가: 네트워크 준비지수(NRI)모형의 타당도 및 신뢰도를 중심으로

Abstract

본 연구에서는 대표적인 정보화 지수인 WEF의 NRI 모형의 타당도와 신뢰도를 분석하여 문제점을 도출하고 개선방안을 제시하고자 하였다. NRI 모형의 신뢰도 및 타당도에 관한 분석결과, NRI를 구성하고 있는 3개 요인들의 내적 일관성은 비교적 높은 것으로 나타났다. 하지만 탐색적 요인분석 결과, 환경, 준비도, 활용도 요인을 구성하는 측정지표들의 단일차원성과 집중타당성, 그리고 판별타당성과 같은 구성개념타당성이 낮게 나타나고 있음을 확인할 수 있었다. 특히 NRI 모형검증을 위한 고차요인분석 결과에서도 모형 적합지수가 낮게 나타났으며, 측정모형 평가에서도 환경의 측정지표인 인프라 환경, 준비도의 측정지표인 개인부문 준비도, 활용도의 측정지표인 개인부문 활용도와 정부부문 활용도 등의 측정오차가 높게 나타났다. 이러한 분석결과를 토대로 본 연구에서는 NRI 모형의 개선을 위한 방안을 제시하고 있다.

The purposes of this study are to investigate the reliability and validity of the Network Readiness Index (NRI) and to make suggestions for improving the NRI. The reliability tests show that the Cronbach alpha coefficients of the three network readiness components are relatively high. The principal component factor analyses reveal that environment, readiness and usage have low convergent and discriminant validity. The overall results indicate that the NRI has serious problems on the validity. Furthermore, the results of higher order factor analyses (using structural equation modeling) indicate that the fit indices of the NRI model are low and suggest a bad fit to the data. Based on these findings, this study discusses some considerations to improve the NRI.
