근대와 공공성 딜레마: 개념과 사상을 중심으로

Abstract

공공성(Publicness)은 근대 이후 사회질서의 문제에서 가장 핵심이 되는 개념이었다. 하지만 최근 한국 사회에서 공공성 개념은 누가 그 개념을 사용하는가에 따라서 매우 다양한 의미로 사용된다. 이는 공공성 개념이 단일한 차원이 아닌 다차원적인 개념이기 때문이다. 따라서 이 글에서는 일상에서 사용하는 공(the public)과 사(the private)의 개념 구분에 따라, 공공성 개념을 크게 세 가지 차원으로 규정하고 있다. ``절차적 공공성``, ``주체(agency)로서의 공공성``, 그리고 ``내용으로서의 공공성``이 그것이다. 이러한 공공성의 각 차원들은 서로 보완관계에 있으면서, 동시에 모순과 갈등관계에 있기도하다. 따라서 공공성 논의에는 언제나 공공성의 각 차원들이 가지는 모순과 긴장관계가 깔려 있기 마련이다. 곧, 공공성 개념에는 모든 사람들의 보편적이고 평등한 권리를 보장해줘야 할 의무가 있는가 하면, 집단 구성원들을 공동의 정체성으로 묶어서 상호 간의 결속(solidarity)과 신뢰(trust)를 강화해야 할 책임도 있다. 또한 집단 구성원들의 이익과 권리를 보장하고 실현해야 할 책임이 있는가 하면, 다른 한편에서는 집단의 범위를 넘어서 사회 전체의 이익을 구현할 책임이 부과되기도 한다. 이러한 모순과 갈등관계는 사회질서를 구축하기 위한 서양의 근대 사상에서도 동일하게 나타난다. 따라서 마지막 절에서는 18세기부터 20세기 초반까지 서양의 근대 사상에 나타난 공공성 논쟁을, 공공성의 다차원성과 그 모순관계라는 관점에서 분석하고 있다.

Publicness has been the key concept on the question of social order in modern era. In comtemporary Korean society, the concept of publicness carries many meanings depending on who uses it, which is because it is a multidimensional rather than unidimensional concept. Following the commonsensical usage of the distinction between public and private, this article defines the concept of publicness in three dimensions, i.e., ``procedural publicness,`` ``publicness as agency,`` and ``publicness in content.`` They can lie in mutually complementary relationship, but at the same time they can enter contradictory and conflicting one. It follows that in any discussion of publicness, there are always contradictions and tensions engendered by each dimension. That is to say, while the concept of publicness includes the notion of responsibility that is supposed to secure universal and equal rights of individuals, it also has to enhance solidarity and trust by binding the constituents of a group together with a common identity. In addition, while it has responsibility to secure and help realize interests and rights of them, beyond the group boundary, it also has to realize the interests of entire society. These contradictions and conflicts also appears the same in modern Western social thoughts that have attempted to construct sound social order. Consequently, from a viewpoint of multidimensionality and contradictory relationship, the last section of this article examines the debates regarding publicness that had continued in Western modern thoughts from eighteenth to early twentieth century.
