과학기술 경쟁력 제고를 위한 대형연구시설 투자우선순위 분석

Abstract

과학기술의 첨단화･고도화가 급속하게 진전되면서 첨단 대형연구시설은 연구개발성과의 극대화를 위한 필요조건으로 간주되고 있다. 이에 본 연구에서는 대형연구시설 및 장비 구축의 투자효율성을 제고하기 위한 평가기준을 정립하고, 이를 토대로 대형연구시설 및 장비 구축에 관한 전략적 투자우선순위를 분석･제시하고자 하였다. 구체적으로 본 연구에서는 기초과학 관련 전문가 집단을 대상으로 한 실증조사를 통해 국가발전전략 및 실수요계층의 요구에 부합하는 18개의 대형연구시설 및 장비를 도출하였으며, 이를 국가정책적 차원과 과학기술적 차원으로 구분하여 각 차원별 투자우선순위를 분석･제시하였으며, 이에 대한 정책적 함의를 제시하였다.

The purposes of this study are to propose the long term investment plan for the large scale research facilities & equipment and to develop the strategic roadmap for enhancing the competitiveness of science & technology. To effectively achieve the purposes, this study reviews various cases of major countries and employs the Delphi techniques and survey method to explicate the investment priorities for the large scale research facilities & equipment. The results of analyses show that NMR, AMS, MRI, and Mass Spectrometer are selected as the first priority group on the two analytic dimensions-national policy and science & technology. The large scale research facilities & equipment are also categorized into four different types on the two dimensions. The potential implications of the analysis for policy are discussed.
