Water Crises in Africa Revisited

Abstract

새로운 갈등과 위기의 속성을 비교 설명하여 향후 아프리카 수자원 위기의 전개 방향과 이에 대응할 중요한 대응 방향을 살펴보는 것을 목적으로 작성하였다. 수자원을 국가 간 갈등의 ‘촉발’ ‘무기’ ‘희생물’로 분류하는 전통적 유형에 맞추어 아프리카 수자원의 사례들을 되짚어 본 후, 구성주의적 차원에서 새롭게 분석해야 하는 제반 이슈들을 총합하고 이에 대한 대응 방향을 제공하기 위해 노력하였다. ‘첨예화한 수자원 갈등의 대륙,’ ‘가뭄과 홍수로 신음하는 대륙’이라는 선입견을 넘어, 비폭력적이며 국내적 위기 요인을 중심으로 새롭게 전개되는 아프리카 수자원 위기의 유형과 이에 대응하기 위한 역내 국가들의 역량 강화의 방향성을 제시하였다. 특히 기후변화로 인한 위기와 갈등 요인을 해소하기 위한 회복력, 그리고 기술과 지식이 융합하는 수자원 외교 역량의 강화를 이 연구는 강조하고 있다.

This study purports to offer a comprehensive analysis of water crises in Africa in an environment with quickly changing policies. The paper is organized by five large sections. The first part presents a brief account of of the assessments of past and present statuses and trends of water conflicts in the world. Next, the meaning and importance of water within the African continent is introduced with a quick recap of the relevant history. This is followed by an analysis on typologies of water-related conflicts in Africa which leads into the last two chapters that discuss implications and ideas for further action to minimize the risks. The cases and analytic outputs demonstrate two points. Firstly even in a very difficult political context, inter-state violent water wars are unlikely in Africa. However, water conflicts at intra-state level are emerging to be quite time sensitive issues in need of prompt response in order to avoid socio-political unrest within the major part of the continent. Therefore, the most pressing questions today are not in regards to not if and when the next war in Africa will be around water, but the mechanisms around the escalating risks of water conflicts on the sub-state level and our future directions in efforts to minimize the risks with proper approaches.
