하이브리드 전쟁의 역설: 우크라이나 전쟁의 교훈

Abstract

2022년 2월 24일 새벽 러시아군의 우크라이나에 대한 전격적인 무력 침공으로 시작된 우크라이나 전쟁이 어느덧 4개월을 넘기고 있다. 러시아 군의 일방적 우위를 전망한 초반 예상과는 달리 우크라이나 군과 국민들의 결사항전, 그리고 서방국 대부분이 참여하는 이례적인 경제 제재와 더불어 러시아 군의 실기 등 복합적인 요인들이 겹치면서 전쟁은 장기화되고 있는 실정이다. 우크라이나 전쟁이 어떤 식으로 마무리 되던 간에 향후 국제 정치와 전 세계 안보 지형에 근본적인 변화를 초래할 것은 분명해 보인다. 무엇보다 올해 들어 더욱 고조되고 있는 북한의 핵공격 위협과 몇 년 전서부터 조짐을 보이기 시작한 중국과 러시아의 군사적 위협 가능성에 직면해 있는 한국의 입장에선 우크라이나 전쟁에 대한 냉철한 분석을 통해 향후 군사력 강화 전략에 대한 중요한 교훈을 이끌어 내야만 한다. 이 글에서는 지금까지 나타난 우크라이나 전쟁 양상을 토대로 침공 초기부터 이 전쟁의 주요 특징으로 부각되고 있는 러시아의 하이브리드 전쟁(Hybrid Warfare) 위협과 회색지대 전략(Gray Zone Strategy)의 특성을 과거 2014년 러시아의 크림반도 합병 당시 상황과의 비교 분석을 통해 살펴보고자 한다. 이를 통해 우크라이나 전쟁의 전개 과정에서 나타나고 있는 변화 양상이 향후 미래전에 어떤 영향을 미칠지에 대해서 조망해본 후 우크라이나 전쟁에서 보여지는 여러 특성 들이 국방 혁신 전반에 던지는 함의들은 무엇인지 간단히 논의해 보도록 하겠다.

The Ukraine war, which began with a ‘would-be blitzkrieg’ against Ukraine by Russian troops in the early morning of February 24, 2022, has already been on-going over four months. Contrary to the initial expectation of the Russian military’s unilateral dominance, the war is prolonged due to a combination of factors such as the Ukrainian military and the people’s fierce will-to-fight, extraordinanarily speedy and comprehensive economic sanctions involving most of the Western countries, and the Russian military’s incompetence and leadership failure. No matter how the Ukraine war ends, it seems clear that it will bring about transformational changes in international politics and the global security landscape in the foreseeable future. Above all, the ROK on its part should draw an important lesson for its future military buildup strategy through a meticulous analysis of the Ukraine war, considering that it is faced with growing threat of a nuclear attack by North Korea which has dramatically increased recently, as well as that possible military threats from China and Russia, which has begun to show some ominous signs for the last several years. The purpose of this paper is to undertake analysis, based on the Ukrainian war pattern that has emerged so far, of the characteristics of Russia’s Hybrid Warfare threat and Gray Zone Strategy, which have been highlighted as major characteristics of the war since the beginning of the invasion, as well as of the situation at the time of Russia’s (illegal) annexation of Crimea in 2014, so as to compare two cases side-by-side. Through this, I will briefly discuss the implications of various characteristics of the Ukrainian war on defense innovation after looking at how the changes in the course of the Ukraine war will affect the future war or warfare.
