지속가능발전의 관점에서 난민아동을 위한 교육 현황과 과제

Abstract

국제사회는 새천년개발목표(Millenium Development Goals, MDGs) 시대에서 지속가능발전목표(Sustainable Development Goals, SDGs) 시대로 넘어가는 2015년을 기점으로 ‘누구도 소외되지 않는 양질의 교육’을 주요한 목표로 삼아왔다(UNESCO, 2015). 본 연구의 목적은 지속가능발전목표 달성을 위한 국제사회의 노력 아래, 공교육 시스템에서 소외되어 온 난민 아동의 교육환경과 쟁점을 조명하는 것이다. 이를 위해 기존 문헌을 바탕으로 난민교육의 주체와 접근 양상에 대한 국제적 동향을 분석하고 문화기술지적 질적 연구 방법론을 활용하여 태국 난민촌 사례에서의 교육 현황과 쟁점을 드러낸다. 구체적으로는 첫째, 난민을 둘러싼 환경의 변화와 주요 글로벌 의제를 중심으로 한 국제사회의 난민지원 동향을 드러내고 둘째, 지속가능발전목표 달성을 위한 난민아동의 교육 형평성 이슈와 과제를 분석하고 셋째, 실제 태국 난민촌 사례를 중심으로 난민아동을 위한 교육 현황을 살펴보았다. 이는 점점 늘어만 가는 난민 규모에 비해 연구가 부족한 실정인 개발도상국의 난민교육 사례에 초점을 맞춤으로써 난민교육 연구의 발전에 필요한 기초 자료를 제공하는 데 의의가 있다.

he international community - in transition from Millennium Development Goals (MDGs) to Sustainable Development Goals (SDGs) - has set one of its main goals ‘Quality education for All’ as of 2015 (UNESCO, 2015). The purpose of this study is to highlight the educational environment and issues of refugee children who have been marginalized from the public education system, under the international community’s efforts to achieve the SDGs. Based on existing literature, the study identifies international trends and approaches in refugee education, and reveals educational status and challenges in the case of refugee children living in a Thai refugee camp by adopting ethnographically informed qualitative research methods. The significance of this study lies on its contribution to refugee education discourses and research particularly with a focus on the context of developing countries where there is a considerable research gap despite increasing number of refugees.
