비대면 의료현황과 해외사례 고찰을 통한 비대면 의료 커뮤니케이션 방향성 연구

Abstract

본 연구는 디지털 헬스케어의 보편화 초입 단계에 있는 국내 비대면 의료 서비스 문제점 및 발전 가능성을 탐색하고, 향후 디지털 헬스케어의 선도적 시스템 구축 방향성과 효율적 비대면 의료 커뮤니케이션의 방향성을 다각적으로 모색하고자 현재 국내외 비대면 의료현황 및 의료 커뮤니케이션의 현황분석과 진단을 위한 사례분석을 실시하였다. 사례분석은 해외 주요 국가들 중에서 중국과 캐나다의 사례를 세부적으로 분석하였다. 분석결과, 중국은 인프라 격차가 심한 상황에서 온라인 병원 중심으로 비대면 의료를 체계적으로 성장시켰다. 캐나다 또한 영토가 넓고 인구밀도가 낮은 상황에서도 초기단계에서 법리체계 운영안에 대해 철저한 사전준비를 해왔고, 그에 따른 여러 측면에서 고려된 선도적 플랫폼 서비스를 제공하고 있다. 결론적으로, 본 연구에서는 디지털 헬스케어의 체계화를 위해 ICT기술과 의료기술 접목시스템 주관기관 설립 및 각 분야별 연구성과를 통한 기초연구를 토대로한 사전기반확충의 필요성을 제기하였다. 또한 원활한 의료공급자와 의료이용자 간의 커뮤니케이션을 위한 혼재된 ‘비대면 의료’개념과 서비스 범위의 명확한 합의가 필요함을 제안했다. 더불어 기술수용모델 기반의 비대면 의료 커뮤니케이션의 미시적 연구를 통해 이용자 중심의 연구 체계화의 필요성을 제안했다. 무엇보다 비대면 의료 서비스 기반 디지털 헬스케어를 중요한 ‘사회적 의제’로서 선정하고, 공중의 다양한 의제를 수렴하여 서비스 체계화를 위한 여론형성의 노력이 우선되어야 할 것으로 사료된다.

This study explores issues and development potential of the telemedicine/non-face-to-face medical services in Korea, which is at the initial stage of generalization of digital health care. In addition, in order to seek the direction of the future local digital healthcare system construction and effective non-face-to-face medical communication from various angles, case analysis was conducted to analyze and diagnose the current status of local and abroad non-face-to-face medical services and medical communication. The case studies were focused on analyzing the cases of China and Canada in detail. As a result of case analysis, China has systematically grown non-face-to-face medical services centered on online hospitals in the face of the severe medical infrastructure gap. Canada, with a large territory and low population density, has thoroughly prepared for the legal system for non-face-to-face medical services in the early stages, and accordingly, it provides the leading platform services that have been considered in various aspects. In conclusion, for the systematization of digital healthcare, this study raised the necessity of establishing a leading institution of the ICT technology and medical technology integration system, and expanding the preliminary foundation based on the fundamental research in diverse fields. Also, it suggested that an explicit agreement on the concept, definition, and the service scopes of ‘telemedicine/non-face-to-face medical services’ is needed for seamless communication between healthcare providers and users. Besides, it suggested the necessity of systematizing user-centered study with microscopic research on non-face-to-face medical communication based on the Technology Acceptance Model (TAM). Above all, digital healthcare based on non-face-to-face medical services should be selected as an important “social agenda”. It should also be considered efforts to form public opinions for service systematization by converging various public agendas.
