일본의 가족, 노동시장, 복지정책을 통해 본 여성빈곤 －여성 한부모 가구주 사례를 중심으로－

Abstract

본 연구의 목적은 아시아 국가 중에서 선진국가인 일본 사례를 들어 여성빈곤문제를 파악하고 그 구조적 요인을 고찰하여 한국에 대한 정책적 함의를 도출하는 것이다. 아시아권, 특히 일본에서 여성빈곤이 어떻게 표출되며 또 어떠한 요인에 의해 강화되어지는가에 대한 연구이다. 본 연구에서는 첫째, 일본 여성빈곤의 추이를 검토해 보고, 둘째, 이러한 여성빈곤의 구조적 요인을 가족과 노동시장 요인 및 복지정책을 중심으로 젠더적 관점에서 비판적으로 고찰해 보았다. 1945년 이래 고도 성장기를 거친 일본에서 빈곤은 ‘보이지 않는 문제’로 간주되었고 여성빈곤 문제는 ‘예외적인 소수’의 문제로 다루어져 왔다. 여성 가구주 가구의 증가현상과 이들이 빈곤층에서 차지하는 비율을 ‘빈곤의 여성화’의 주된 지표로 볼 때 분명 일본에도 빈곤의 여성화 현상은 서구권과 마찬가지로 진행 중에 있음을 알 수 있다. 성별통계분석이 명확한 한부모 가구에 국한하여 일본여성빈곤의 확산 추이를 확인할 수 있었다. 일본은 이혼 등 다양한 가족구조의 변화 속에서도 강한 가족주의 성향으로 인해 전통적 성별역할 분담은 다른 변화에 비해 더디게 변화해 나가고 있다. 일본 노동시장의 경우 여성노동의 주변화와 여성빈곤문제는 밀접하게 연결되어 있다. 즉 성별에 의한 직종분리로 인해 여성들이 주로 시간제 고용 등의 비정규직에 많이 종사하고 있어 여성의 고용조건이 취약하다고 하겠다. 대부분의 여성 한부모 가구주가 임금 수입을 가지고 있음에도 여전히 빈곤한 계층으로 남아 있다. 또한 복지정책에서 한부모 가구는 정책에 반영된 남성부양체제 중심의 가족관으로 인해 공공부조에서 제한과 규제를 받고 있다. 사별이나 이혼에 의한 한부모 가구주 가구의 발생률이 증가하는 현실에서 보다 적실성 있는 정책의 전환이 요구된다.

This study examines the tendency of women’s poverty and structural factors in cases of single parent households in Japan. For the purpose of the study, the following steps were taken. First, characteristics and conditions of women’s poverty in Japan were examined. Second, characteristics and problems of family, labor market, welfare policy were analyzed as structural factors explaining women’s poverty. In Japan as an economically well-developed country, poverty was not considered as a manifest problem. In that situation women’s poverty was regarded as a problem of ‘exceptional minority’. Identifying the increase in female-headed households and the rate they occupy among the poor as a criterion of feminization of poverty, it could be said that women’s poverty in Japan is on the rise as the Western European societies. Female single parent households in poverty were found to be on the rise in Japan compared to their male counterparts. In Japan, there are also a gender division of labor within family, a gender discrimination in the labor market as well as a gender blind welfare policy, i.e., well-known conditions that lead to the feminization of poverty.
