문화정책의 성주류화전략 적용을 위한 시론적 연구

Abstract

성주류화는 성평등정책에서 현재 가장 광범위하게 적용되는 핵심적인 정책 도구이자 접근법이다. 그러나 이를 적용한 정책의 개발이 실질적으로 성평등정책의 목표를 달성하고 있는가 혹은 달성할 수 있는가에 대한 의견은 상반된다. 또한, 성주류화전략이 정초하고 있는 이론적 근거를 바탕으로 어떤 상황에서 어떤 정책이 개발되어 적용되는 것이 타당한가에 대한 분석 역시 풍부하지 않다. 본 논문은 문화예술분야에서 성주류화전략에 입각한 성평등정책이 도입된다면 어떤 지향성과 관점을 가지고 실행되는 것이 타당한가를 탐색하는 것을 목적으로 한다. 성주류화접근이 갖는 가능성과 한계를 페미니즘 이론의 변화를 중심으로 살펴본 후 바키(Carol Bacchi)의 정책분석 이론을 통해 성주류화전략의 가능성과 한계를 점검해 본다. 바키의 이론은 성주류화전략에 잠재되어 있는 전환의 힘을 재인식하고 이를 실질적으로 구현하기 위한 방법론을 제안한다는 점에서 의미가 있다. 저자는 바키 이론의 적용이 문화예술분야 정책들의 맥락을 어떻게 재검토할 수 있고 성평등의 관점에서 적실한 문화예술 지원제도를 생성할 수 있는 가능성은 무엇인가를 살펴본다.

This paper is an exploratory attempt to critically analyze the application of typical mainstreaming measures in cultural policy sector based on Carroll Bacchi’s alternative approach. Gender mainstreaming strategy is a widely applied scheme to achieve gender equality. Nevertheless, there are controversies of whether its policy can contribute to the actual achievement of gender equality. These controversies show the lack of scholarly evidences based on practical analyses or case studies. In this light, I argue that Bacchi’s theoretical approach can reveal a transformative aspect of gender mainstreaming strategy, examining the contextual changes of theoretical emphasis on gender equity theory. This approach allows us to recognize the transformative power of gender mainstreaming strategy, which contributes to the cultural policy for addressing various subjects of gender equality in a creative way.
