Abstract
이 논문의 목적은 문재인정부 국정운영 5개년계획에 나타난 유아교육과 보육관련 혁신과제를 살펴보고, 그 과제를 실행하는 데 필요한 소요재원을 간략히 추정한 후, 이를 확보하는 방안을 제안하는 것이다. 기존의 유아교육비·보육료 지원 예산과 유아교육기관 운영비, 어린이집 운영비 규모는 7조 2,700억 원이며, 유보혁신을 위해 필요한 재원의 규모는 2조 6,000억 원으로 추계되었다. 유보재원확보방안의 기본원칙으로, 유보재원은 초・중등교육재원과 분리하여 독자적으로 확보하되, 재원의 규모는 법제화 하고, 유보재원을 확보하는 책임은 중앙정부와 지방자치단체 일반회계 및 교육비특별회계가 분담한다는 세 가지를 제안하였다. 이어서 재원 확보방안으로, 현행 유아교육지원특별회계를 유아교육·보육지원특별회계로 확대 개편하는 방안을 제시하였고, 특별회계 개편이 여의치 않을 경우 지방교육재정교부금 내국세 교부율을 상향조정한 후, 유아교육·보육에 필요한 재원을 유아교육보육교부금으로 분할하는 방안을 제시하였다.
This study aims to examine the innovation tasks related to early childhood education and childcare (ECEC), as shown in the Five-year Administration Plan of Moon’s Government, and to propose an expansion measure for securing the financial resources needed to carry out these tasks. The total amount of funds needed for the implementation of presidential pledges for the ECEC of Moon’s Government was estimated at 2,600 billion won. The basic principles of securing ECEC funds are to separate the ECEC funds from the primary and secondary education funds, to regulate by law the size of financial resources, and to share the responsibility for securing ECEC funds with each government. To secure financial resources, I propose to expand and reorganize the current “Special Account for Supporting Early Childhood Education” to a “Special Account for Supporting Early Childhood Education and Childcare”. If this suggestion is not feasible, the internal tax payment of the local education subsidy is to raise and separate the resources needed for supporting ECEC as the ECEC Subsidy from the Local Education Subsidy.
