1960-1990년대 프랑스의 국제입양 양상과 한인여성입양

Abstract

국제입양은 전 지구적 차원의 보편적 현상이라는 점에서 ‘트랜스내셔널(transnational)’ 성격을 가진다고 할 수 있다. 트랜스내셔널 이주의 측면에서 볼 때 국제입양은 노동이주나 결혼이주 같은 일반이주와 달리 입양인이 스스로의 의지나 선택과 상관없이 국경을 넘는, 관계자들 사이의 ‘계약에 의한 비자발적 이민’ 형태로 규정할 수 있다는 점에서 매우 독특한 이주 양태를 보여준다. 한국은 1970년대부터 1990년대 중반까지 미국에 이어 프랑스에 많은 한인입양인을 보낸 세계 최대 입양송출국가였다. 그럼에도 한인국제입양의 역사는 오랫동안 ‘아기수출 국가’라는 국가적 수치와 오명 아래 잊히고, 때로 은폐되면서 연구대상이 되지 못했다. 이 연구의 목적은 프랑스의 사례를 중심으로 한인국제입양의 역사적 배경과 실상을 밝힘으로써 트랜스내셔널 이주역사의 틀 안에서 국제입양의 위치와 의미를 조망하는 것이다. 이를 위해 1960-1990년대 프랑스의 입양정책과 국제입양, 이어 프랑스의 한인여성입양 양상 및 정체성 문제에 초점을 맞춰 살펴보고자 한다.

International adoption has a ‘transnational’ nature in that it is a universal phenomenon at the global level. In terms of transnational migration, international adoption shows a very unique pattern of migration that adoptees cross the border regardless of their own will or choice, unlike general migration such as labor migration or marriage migration, and that can be defined as ‘involuntary migration by contract’ between the parties concerned. In fact, Korea was the world’s largest adoption-out country where many Korean adoptees were sent to France after the United States from the 1970s to the mid-1990s. Nevertheless, the history of Korean international adoption has long been forgotten, sometimes even concealed and not subject to research under the stigma of a national figure of ‘baby exporting country’. So, the purpose of this study is to clarify the position and meaning of international adoption in the history of transnational migration by revealing the historical background and realities of Korean international adoption. To this end, I will focus on two aspects, the interracial adoption policy of France, and the pattern of adopting Korean females in France and the issue of their identity, basing on the cases of France from the 1960s to the 1990s.

L’adoption internationale a un caractère ‘transnational’ en ce sens qu’il s’agit d’un phénomène universel au niveau mondial. En termes de migration transnationale, l’adoption internationale montre un modèle très particulier de migration selon lequel les adoptés franchissent la frontière indépendamment de leur volonté ou de leur choix, contrairement à la migration générale telle que la migration de travail ou la migration par mariage, et que l’on peut définir comme ‘migration involontaire de contrat’ entre les parties concernées. En fait, la Corée était le plus grand pays d’envoi d’adoptions au monde, où de nombreux adoptés coréens ont été envoyés en France après les États-Unis, des années 1970 au milieu des années 1990. Néanmoins, l’histoire de l’adoption internationale par la Corée a longtemps été oubliée, parfois même cachée et non sujette à des recherches sous la stigmatisation d’une figure nationale de ‘pays exportateur de bébés’. L’objectif de cette étude est donc de clarifier la position et la signification de l’adoption internationale dans l’histoire des migrations transnationales en révélant le contexte historique et les réalités de l’adoption internationale coréenne. À cette fin, je me concentrerai sur deux aspects: la politique d’adoption interraciale de la France, et le mode d’adoption des femmes coréennes en France et la question de leur identité, en se fondant les cas de la France des années 1960 aux années 1990.
