1950-1955년 프랑스 반공주의 선전활동－<평화와 자유(Paix et Liberté)>를 중심으로－

Abstract

2차 세계대전이 끝나자 유럽 사회는 ‘냉전’이라는 새로운 정치 환경과 문화를 경험했다. 1950년 스톡홀름 호소와 한국전쟁 발발로 동‧서 진영의 긴장상태가 고조되면서 공산주의 대 반공주의 평화투쟁이 더욱 격렬해졌다. 이런 상황에서 프랑스 제4공화국의 총리이자 제3세력의 수장인 플레벤의 지원에 힘입은 다비드(Jean-Paul David)가 공산주의 선전에 맞서 진실을 수호하는 반공주의 선전활동을 위해 <평화와 자유(Paix et Liberté)>를 창설했다. 이 논문에서는 먼저 1950년에서 1955년까지 공산주의 선전운동에 맞서 <평화운동>의 대항마로서 평화와 자유를 수호하려는 반공주의 선전활동의 본거지인 <평화와 자유>의 조직과정을 살펴보고, 이어 다양한 반공주의 선전활동의 내용을 면밀히 분석함으로써 프랑스 냉전의 전개과정에 대한 이해의 지평을 넓히고, 냉전 초기 형성된 새로운 정치문화가 갖는 함의를 밝히고자 한다.

After the end of the Second World War, European society encountered a new political environment called the Cold War, which created a new political culture. In 1950, the struggle around peace between communism and anticommunism became more intense as the tensions between the East and West camps increased with the outbreak of the Korean War and the Stockholm Appeal. In this context, Jean-Paul David, with the support of René Pleven, the Prime Minister of the 4th Republic and the head of the ‘Third Force’, created <Paix et Liberté> for anticommunist propaganda to defend the truth against communist propaganda. This organization carried out anticommunist propaganda activities by various means such as posters, tracts, newsletters, pamphlets, placards, cartoons, postcards, stickers, movies, radio, etc. In this paper, for a broader understanding of the evolution of the Cold War in France, we first examine the process of organizing <Paix et Liberté>, a stronghold of anticommunist propaganda to defend peace and freedom and also counterweight to the <Mouvement de la Paix>, against the communist propaganda movement from 1950 to 1955. Next, we try to clarify the implications of the new political culture that was formed in the early Cold War by examining various anticommunist propaganda activities in detail.

À la fin de la Seconde Guerre mondiale, la société européenne a connu un nouvel environnement et une nouvelle culture de la politique, appelée la Guerre froide. En 1950, la lutte pour la paix entre le communisme et l’anticommunisme devint plus intense à mesure que les tensions entre les camps de l’Est et de l’Ouest augmentaient avec le déclenchement de la Guerre de Corée et de l’Appel de Stockholm. Dans ce contexte, Jean-Paul David, avec le soutien de René Pleven, Premier ministre de la IVe République et chef de la ‘Troisième Force’, a créé <Paix et Liberté> pour une propagande anticommuniste afin de défendre la vérité contre la propagande communiste. Cette organisation a mené des activités de propagande anticommuniste par divers moyens: affiches, tracts, bulletins d'information, brochures, pancartes, dessins animés, cartes postales, papillons collants, films, radio, etc. Dans cet article, pour une meilleure compréhension de l’évolution de la Guerre froide en France, nous examinons d’abord le processus d’organisation de <Paix et Liberté>, une officine de la propagande anticommuniste pour défendre la paix et la liberté en tant que contrepoids au <Mouvement de la Paix> contre le mouvement de propagande communiste de 1950 à 1955. Ensuite, nous essayons de clarifier les implications de la nouvelle culture politique qui s’est formée au début de la Guerre froide en examinant en détail diverses activités de propagande anticommuniste.
