초연결사회 보안환경 변화에 따른 취약요인 및 대응방안

Abstract

초연결사회 진입과 함께 국가안보는 기존의 힘의 균형이나 적대국간의 억지에 주안점을 두는 전통적인 안보개념으로부터 정치안보, 환경안보, 자원안보, 경제 안보 등으로 확대되는 포괄적 안보로 변화하고 있다. 국가안보를 위협하는 일련의 행위들이 국지적이며, 부지불식간에 일어나며, 파괴 자체도 탈 대량화를 지향하고 있다는 점에서 국가안보를 위한 국가보안시설 및 국가중요시설 등에 대한 개념정의와 이에 따른 보안환경의 체계화 및 신속한 대응체계 확립이 필요하다. 본 논문에서는 신 안보시대 보안환경 변화에 따른 취약요인을 살펴보고, 사회변화가 보안환경에 미치는 영향과 법제도의 한계를 지적하고, 이에 대한 대응방안과 장기적 발전전략을 모색한다.

With the advent of hyper connected society, the concept of national security has been transformed from a traditional security that emphasizes the balance of power or deterrence against hostile countries to a more comprehensive security that extends to ‘political security,’ ‘environmental security,’ ‘resource security,’ ‘economic security’ and so on. A series of incidents, which are targeted locally, accidentally, and aimed at de-massification, have threatened national security. These incidents require us not only to redefine what national security facilities and national primary facilities are, but also to establish a system of security environment for emerging security. In this paper, we examine vulnerabilities of security corresponding to the changes in security environment in an era of new security. We point out the impact of social changes and the limitations of law and institutions concerned about emerging security, and then suggest its countermeasures and its long term development strategies.
